We begin by clarifying strategic context — grounding all AI opportunities in business objectives, service outcomes and operational friction points. From there, we identify candidate use cases across core AI capability categories, including decision support, automation, content generation, insight & analysis, and customer or staff interaction.

Each opportunity is then evaluated using a weighted, multi-criteria assessment model to ensure balanced, defensible decision-making.

AI use cases in the public sector involve significant risks (ethics, bias) and
non-monetary benefits (societal outcomes, better policy). Various evaluation
models were investigated (eg, cost-benefit or RICE methodologies); however, it was determined that pure financial benefit-based methods would not capture the required dimensions. On that basis, our methodology, PREST, is a Multi-criteria Analysis methodology to apply weighted criteria across a set of dimensions, tailored to each industry.
